In a landmark announcement that underscores the growing global importance of artificial intelligence (AI), the UAE and France have partnered to build a 1-gigawatt AI data centre—set to become the largest of its kind in Europe. The agreement comes during President Sheikh Mohamed’s state visit to Paris and was signed in tandem with the opening of an international AI summit in the French capital.

A Strategic AI Partnership for the Future

The initiative marks a bold step into the future of digital technology, with the UAE committing to invest €30 to €50 billion in the project, according to a statement from the French presidency. The agreement forms part of a broader Franco-Emirati AI partnership designed to enhance strategic cooperation and drive innovation along the entire AI value chain.

“The two leaders expressed their desire to create a strategic partnership in the field of AI and committed to exploring collaborations on projects and investments supporting the development of the AI value chain,” stated a joint declaration.

The mega data centre will be constructed in France, which has already identified 35 potential locations to host AI infrastructure. The facility will serve as the central hub of a newly proposed “AI Campus”, acting as both a technology powerhouse and a training ground for next-generation AI experts.

AI data centres are slated to stock data and provide the enormous energy required for the new technology.

An official announcement detailing the initial investments is expected at the upcoming “Choose France” summit later this year.

What Will the Investments Cover?

The massive financial commitment by the UAE and France will span across several critical components of AI development, including:

  • Construction of AI-focused data centres with 1GW capacity
  • Acquisition of advanced AI chips to power high-performance computing
  • Talent development initiatives in both countries
  • Creation of virtual data embassies for sovereign cloud and AI infrastructures

This investment will bolster AI ecosystems in both nations and establish a shared infrastructure model that emphasizes digital sovereignty, energy efficiency, and sustainable data practices.

A Timely Move Amid Global AI Debates

The announcement coincides with a global AI summit held on February 10–11 in Paris, where leaders, researchers, and industry experts are gathering to discuss both the potential and risks of AI. The summit aims to position France and Europe more prominently on the global AI map—rivaling the U.S. and China in this rapidly advancing field.

With AI evolving at unprecedented speed and disrupting traditional business sectors, the need for large-scale, energy-efficient, and secure infrastructure has never been more urgent. The UAE-France agreement is viewed as a timely strategic alliance addressing this demand.

Strengthening Bilateral Ties and Global Leadership

This AI partnership further demonstrates the strong diplomatic and economic ties between the UAE and France. By jointly investing in next-gen AI technologies, both nations reaffirm their commitment to international cooperation, sustainable digital development, and technological leadership on the global stage.

“The scale and ambition of this project highlight the strength and dynamism of the Franco-Emirati relationship,” noted French President Emmanuel Macron, during the Paris summit.

President Sheikh Mohamed echoed the sentiment, calling for AI projects that “serve humanity, enhance knowledge exchange, and create inclusive economic opportunities.”

Conclusion

The UAE-France 1GW AI data centre is more than just a mega project—it’s a symbol of global ambition, strategic foresight, and technological unity. As both countries prepare to lead in artificial intelligence development, this joint venture sets a new benchmark for international cooperation in the digital age.
