Indian-administered Kashmir has been the focal point of a prolonged separatist insurgency for decades. While the primary targets of militant violence have typically been Indian security forces, civilians—both locals and tourists—have also fallen victim to several devastating attacks over the years.

Recent Pahalgam Attack: A Tragic Milestone

The latest incident in Pahalgam, a scenic town often frequented by tourists, marks one of the deadliest attacks in recent history, with 26 tourists killed. This attack is especially shocking given that assaults targeting visitors in Kashmir are relatively rare compared to those on security forces or political institutions.

Previous Major Attacks

Although attacks on tourists are infrequent, the region has witnessed several significant and deadly incidents in the past:

  • 2001: A suicide bombing on the Kashmir assembly complex claimed the lives of 36 people, shaking the political establishment in the region.
  • 2002: A separate blast killed 19, underscoring the volatility of the insurgency during the early 2000s.
  • 2005: A car bomb explosion killed 13, further contributing to the rising civilian toll of the ongoing conflict.

Targeting Religious Pilgrims

Militants have repeatedly targeted the Amarnath Yatra, an annual pilgrimage undertaken by thousands of Hindu devotees who visit the Amarnath caves. These attacks are especially troubling given the pilgrimage’s spiritual significance and the vulnerability of pilgrims in the difficult terrain.

In August 2000, at least 32 people were killed in one of the most brutal attacks on the pilgrimage. The casualties included several Hindu pilgrims and local civilians, further fueling communal tensions and international condemnation.

Broader Context of the Kashmir Insurgency

The armed insurgency in Indian-administered Kashmir began in the late 1980s and has since led to tens of thousands of deaths. While the Indian government maintains that it is combating cross-border terrorism, critics argue that political unrest, human rights abuses, and economic stagnation continue to drive discontent in the region.

Security has been heightened following the recent Pahalgam attack, with both local authorities and Indian armed forces increasing patrols and issuing warnings to travelers. Officials have reiterated that they are committed to protecting civilians, especially tourists, who are vital to the region’s economy.

Impact on Tourism and Local Sentiment

The attack has sent shockwaves across India and beyond, raising fears about the safety of travel in Kashmir. For a region that has recently tried to revitalize its tourism sector after years of conflict, such incidents represent a major setback.

Locals have expressed both grief and frustration, lamenting the return of large-scale violence at a time when the valley was beginning to witness economic activity and cultural engagement through tourism.
