Shortly after the announcement, the Congress party clarified that it had submitted four alternate names for the delegation to Union Minister Kiren Rijiju. The list, which notably excluded Tharoor, included:

  • Gaurav Gogoi – Deputy Leader in Lok Sabha
  • Dr. Syed Naseer Hussain – Rajya Sabha MP
