Telangana Chief Minister A Revanth Reddy, currently on an official visit to Japan, has initiated talks with the Japan International Cooperation Agency (JICA) for financial backing of critical urban development projects in Hyderabad. The projects include the much-awaited Phase 2 of the Hyderabad Metro Rail and the Musi River rejuvenation initiative.
The Chief Minister, who met top management of JICA in Tokyo on Thursday, explained that the Telangana government planned to take up the Metro Rail Phase-II with an investment of ₹ 24,269 crore as a joint venture project between the State and Central governments. The proposal was already under active consideration of the Central government. He said the Telangana government was keen on JICA’s support for 48% loan component of the project, amounting to ₹11,693 crore. The State government was strictly following the foreign debt funding norms of the government of India.
Metro Phase 2 and Musi River Cleanup on Priority

During a high-level meeting with JICA officials in Tokyo, CM Reddy sought funding for the Metro Rail Phase 2 project, estimated at Rs 24,269 crore. The Telangana government is requesting JICA’s support for the 48% loan component of the project, approximately Rs 11,693 crore.
The Chief Minister assured JICA executives that Telangana strictly adheres to India’s foreign debt funding norms. He emphasized Hyderabad’s global growth potential, comparing it to cities like New York and Tokyo, and outlined how the Metro expansion and Musi River restoration fit into the larger vision for the city’s future.
Radial Roads and Future City Expansion Plans
Besides the Metro and Musi projects, CM Reddy also sought JICA support for building new radial roads connecting the Outer Ring Road (ORR) with the Regional Ring Roads (RRR). These road projects are expected to decongest Hyderabad and improve intra-city and suburban connectivity significantly.
JICA’s Response and Long-standing Ties with Telangana
JICA Senior Vice President Shohei Hara praised the ongoing partnership between JICA and Telangana. He encouraged Telangana to pursue the necessary clearances from the Central government to expedite JICA’s financial support for these transformational projects.
Marubeni Corporation’s Big Move: New Industrial Park
The Telangana delegation also engaged with Marubeni Corporation, one of Japan’s leading industrial giants. In a major boost to Telangana’s industrial ambitions, Marubeni committed to setting up a next-generation industrial park in Hyderabad’s upcoming Future City.

The Marubeni Industrial Park is aimed at attracting Japanese and multinational manufacturing companies, further solidifying Hyderabad’s reputation as an emerging global industrial hub.
Focus on Animation, VFX, and Gaming
Revanth Reddy’s delegation also visited Sony Corporation’s headquarters in Tokyo. They explored opportunities in Animation, VFX, and Gaming sectors, proposing collaboration with Sony’s subsidiary Crunchyroll and emphasizing Hyderabad’s strengths in the AVGC (Animation, Visual Effects, Gaming and Comics) ecosystem.
Mr. Reddy shared his vision for creating a state-of-the-art Film City in Telangana that would offer end-to-end film production facilities, positioning Hyderabad as a leading media and entertainment hub globally.
Mr. Shohei Hara recalled the long-standing relationship between JICA and Telangana and asked Mr. Revanth Reddy to pursue the Metro Rail and other eligible projects with the Central government for JICA’s support.
